One of the biggest changes is the increase in the EPFO wage ceiling from Rs. 15,000 to Rs. 25,000 per month, which means the wage limit for compulsory coverage under Employees’ Provident Fund (EPF), EPS, and EDLI has been increased from Rs. 15,000 to Rs. 25,000 per month, effective September 17, 2026, under the Code on Social Security, 2020.
The Employeesโ Provident Fund Organisation (EPFO) has introduced important changes in 2026 that can affect how employees save for retirement and access their PF money. These updates are aimed at expanding social security, increasing retirement savings, and making EPF-related processes easier for employees.
The Union Cabinet approved new EPFO rules on 16 September 2026, and the Labour Ministry notified them on September 17, 2026, to make provident fund services simpler, more transparent, and easier to use. These rules are designed to provide financial flexibility while also helping members secure their savings for retirement. For EPFO members, the updates may make withdrawal rules clearer, improve online processes, and support better financial planning.
In this blog, we explain the key EPFO rule changes in 2026, who they affect, and the major benefits employees should know about.
The wage limit has increased from Rs. 15,000 to Rs. 25,000 per month. This is estimated to bring more than 51 lakh additional employees under mandatory social security coverage.
With the higher wage limit, the amount considered for PF contribution also increases to 12% of Rs 25,000.
Certain allowances that are not included in wages can be up to 50% of the total salary. If these allowances are more than 50%, the extra amount will be added back to the wages used to calculate PF contributions. Employers should review their payroll optimization process to ensure these calculations are handled correctly.
Example (50% Wage Rule under the Labour Codes):ย
Letโs take Jyotiโs monthly salary as Rs. 50,000.
Basic salary – Rs. 15,000
Allowances (HRA, special allowance, etc.) – Rs. 35,000
Total salary – Rs. 50,000
Under the new calculation, 50% of her total salary is Rs. 25,000. Since her allowances are Rs. 35,000, Rs. 10,000 is above this limit.
This extra Rs. 10,000 is added to her PF wages.
So, her PF is now calculated on:
Rs. 15,000 + Rs. 10,000 = Rs. 25,000
Earlier, PF was calculated on Rs. 15,000, so her employee PF contribution was Rs. 1,800 per month.
Now, PF will be calculated on Rs. 25,000, so her contribution becomes Rs. 3,000 per month.
In simple words, More of Nehaโs salary goes towards PF, so her monthly take-home salary may reduce, but the extra money goes into her own PF account.
The new EPF Scheme 2026 replaces the earlier framework under the EPF Scheme, 1952 and takes effect from June 29, 2026.
Different non-refundable advance and withdrawal options have now been combined into three main categories, which are Essential/General Needs, Housing, and Special Circumstances:
Example (Simplified Withdrawal Categories):
Ravi has been working for 3 years and has Rs. 3,00,000 in his PF account, including his contribution, his employerโs contribution, and interest. His daughterโs admission fees are due, so he wants to use some of his PF money for education.
Minimum amount he must keep – 25% of Rs. 3,00,000 = Rs. 75,000
Amount he may be able to withdraw – Up to around Rs. 2,25,000, plus eligible interest
Reason for withdrawal – His daughterโs education
Eligibility – He has completed more than 12 months of service, so he qualifies.
Auto-settlement – Claims of up to Rs. 5 lakh may be processed automatically.
In simple terms, Ravi can use a part of his PF for his daughterโs education while keeping the required 25% minimum balance in his account.
Members who lose their jobs can immediately withdraw 75% of their PF balance without any waiting period. The remaining 25% can be withdrawn only after 12 months of continuous unemployment, and the EPS (pension) amount can be withdrawn only after 36 months of unemployment.
Example (Job Loss & Unemployment Relief)
Kartikay loses his job in November 2026 and has Rs. 4 lakh in his EPF account.
UAN generation and KYC updates can be completed through the UMANG App using Aadhaar-based face authentication. Members can also benefit from document syncing through DigiLocker.
Wider Social Security Coverage – More workers earning between Rs. 15,001 and Rs. 25,000 can now build mandatory retirement savings through EPF and become members of EPS, which pays a monthly pension after 10 years of eligible service.
Example (Wider Social Security Coverage)
Case 1. Priya, existing member, PF wages Rs. 25,000 (employer earlier contributed only on Rs. 15,000)
Her EPF account grows by about Rs. 1,567 more every month, and her pension base rises too.
Case 2. Amit, a new joiner at Rs. 20,000 PF wages. Earlier, he could stay out of PF. Now coverage is mandatory: Rs. 2,400 employee PF, and the employer’s Rs. 2,400 splits into Rs. 1,666 (EPS) and Rs. 734 (EPF).ย
If an employer already paid PF on full wages, there is no change for that employee.
More Savings on Retirement – Another employee benefit is Higher monthly contributions from both employees and employers, which help increase retirement savings faster through long-term growth and regular fund accumulation. This also makes financial planning important when evaluating the impact of higher PF contributions on take-home pay and long-term savings.
Example (More Savings on Retirement)
EPS formula: Monthly pension = (Pensionable salary ร Pensionable service) รท70. Pensionable salary is the average of the last 60 months’ wages, capped at the ceiling.
Illustrative only. The full increase applies once the member has 60 months of wages at the new ceiling. Minimum pension stays Rs. 1,000.
Less Paperwork – Automatic transfers when changing jobs and auto-settled advance claims up to Rs. 5 Lakhs, usually within 3 working days, reduce long waiting periods, paperwork, and repeated follow ups.
Better Access to Money During Emergencies – Flexible partial withdrawal rules, including up to 75% for job loss or major needs such as education and marriage, offer quicker financial support while 25% of the contribution stays in the account as minimum balance.
These changes aim to make the withdrawal process easier while helping savings continue to grow with an annual interest rate of 8.25% (FY 2025-26).
As explained by the Ministry of Labour and Employment, the revised rules are meant to benefit members and reduce confusion caused by multiple overlapping provisions. The main focus is on:
September 2026 is a transition month for PF. The PF wage limit is Rs. 15,000 from 1-16 September and increases to Rs. 25,000 from 17-30 September.
Check employees earning Rs. 15,001 – Rs. 25,000 – Identify employees in this salary range who are not yet covered under PF and enrol those who are eligible.
Update EPS details – For employees who were earlier not covered under EPS but now fall within the Rs. 25,000 limit, update their EPS status on the Unified Portal.
Review salary structure – Check whether employee salaries follow the 50% wage rule and make changes if required.
Update TDS and Payroll Compliance – Make the necessary changes in your payroll system and employee records.
File the ECR correctly – Submit the Electronic Challan-cum-Return (ECR) using the revised PF calculations. Businesses should ensure accurate payroll compliance when implementing the revised PF calculations.
Q1. What is the wage ceiling under EPFO?
The wage ceiling under EPFO is the maximum monthly wage considered for deciding mandatory coverage under EPF, EPS and EDLI as per the Code on Social Security, 2020. It has now been increased from Rs. 15,000 to Rs. 25,000 per month. This means more employees may come under mandatory coverage, subject to the rules of the respective schemes.
Q2. From what amount has the wage ceiling been revised, and to what?
Answer: The statutory wage ceiling has been increased from Rs. 15,000 per month to Rs. 25,000 per month.
Q3. In simple terms, what does raising the ceiling from Rs. 15,000 to Rs. 25,000 mean for an ordinary employee?
Answer: It means employees earning up to Rs. 25,000 per month will now be required to become members of the EPF, EPS and EDLI schemes, and both employees and employers will contribute on wages up to Rs. 25,000. Here, Rs. 25,000 includes (Basic Salary + Dearness Allowance (DA) + Retaining Allowance, if applicable, after applying the 50% wage rule). This brings more employees under social-security coverage and increases the benefits available through EPF and EPS.
Q4. Is the revised wage ceiling applicable to EPF, EPS and EDLI?
Answer: Yes. The revised wage ceiling increases the statutory coverage under EPF, EPS and EDLI.
Q5. Who will benefit from the revised wage ceiling?
Answer: Employees earning above Rs. 15,000 and up to Rs. 25,000 per month, who meet the applicable legal conditions, will come under the expanded mandatory coverage. The revision is estimated to bring more than 51 lakh additional employees under mandatory EPFO coverage. Also, existing members earning above Rs. 15,000 may receive higher benefits because of increased contributions.
Q6. My gross salary is Rs. 60,000 per month, but my EPF wages (Basic + DA + Retaining Allowance) are Rs. 30,000. Am I required to be covered?
Answer: If you join a new job with EPF wages of Rs. 30,000 per month, you will not be automatically covered under EPF because your wages are higher than the Rs. 25,000 limit. However, you and your employer can jointly choose to join EPF. This option applies to EPF only and not to EPS (Employeesโ Pension Scheme). If you are already an EPF member, your EPF membership will continue even if your wages increase above Rs. 25,000. In this example, your wages are exactly 50% of your gross salary, so no additional amount will be added back under the 50% wage rule.
Q7. Will my take-home salary go down?
Your take-home salary may go down only if your PF salary is more than Rs. 15,000 and your employer was earlier calculating PF only on Rs. 15,000. The extra amount deducted from your salary goes into your own EPF account, not to the government or employer.
Q8. Does the new PF limit apply to earlier months?
No. The new limit applies from September 17, 2026. For September, PF will be calculated on Rs. 15,000 for September 1-16 and on Rs. 25,000 from September 17 onward.
Q9. I was an EPF member but was not covered under EPS because I joined with a salary of Rs. 18,000. What happens now?
Under the EPS 2026 amendment dated September 25, 2026, you may now become an EPS member if you were already an EPF member and your wages were Rs. 25,000 or less on the notification date. This applies from September 17, 2026. If your wages are above Rs. 25,000, this change does not apply to you.
